While waiting for a reply I have done some further digging, and dug into the hosting templates. It seems that is where the hard limits are set for uploads in terms of php.

Will update and test, and report back here so its documented for others.

I think I have isolated the issue. looking at the nginx vhost directives it seems like there is no vhost entry for the subdomain. Where can i file bugs against vesta to have this fixed?
