This is also commented out on Debian 9 from what I am seeing.
Should this also be enabled on Debian 9 or is it enabled elsewhere?
Also are these templates available in any repo I can fork or watch?

I just retested with a clean installation and copied line by line your instructions.
It is working for me now, so I must have an error in what I copied from you as I had placed everything in a shell script file originally.

Did you run: a2enconf php7.X-fpm systemctl restart apache2 ? Yes, they are already enabled and I have restarted apache, do you think upgrading from 8 to 9 makes a difference in how your script installs on an upgraded system versus one where Vesta was installed on Debian 9 rather than upgraded?

My reply on this to another post; may be relevant to you: Vesta currently does not pass the web domain SSL cert to the email level, this means that only your server hostname can be used without showing the certificate warning. I am not sure if this is quite possible as I have not yet myself studied ...
