Alright guys, I found simple solution to this.
just allow port 20 to your IPtable.
you can do that from vestaCP control panel >Firewall.
then restart IPtable.
that's all. your FTP should be working now.

I just had this problem the other day. What I did was flush iptables and everything worked again. Before doing so I HIGHLY RECOMMEND YOU BACKUP IPTABLES.

I've spent many hours trying to workaround these issues... usually I end up just making it working (perhaps because I ask for a re-start of the iptables/firewall from the actual vesta web UI.
But... it seams that you cannot try to 'sudo /etc/init.d/iptables start' or re-start. You actually need for vestacp to control it! So... do this:

- sudo /usr/local/vesta/bin/v-start-service firewall
