How do I limit the download/network speed per website and per user in VestaCP

I have CentOS with mind blowing hardware but an internet connection of just 40Mbps. If a user downloads a 1gb file from my website then he takes the entire bandwidth and no other person in able to load the website. Multiple websites are hosted on the server. What I want to do is limit the amount of internet speed a user can use so that more users are able to download or visit my website and the internet speed is shared equally among all. What should I do? Even cPanel doesn't support this feature but Plesk supports it but it is for windows server which I don't want to run. I didn't find any tutorial on Google on how to do it.
