Checking logs i can see a number of ip hammering exim

ie
193.169.252.111 ( 46 Times)
193.169.252.161 (107 Times)
193.169.252.53 (102 Times)

these ip are in /var/log/fail2ban.log

but they are not being banned by fail2ban recidive

recidive:
185.255.31.123 ( 2 Times)
200.105.154.194 ( 1 Times)
45.125.66.123 ( 2 Times)

any ideas?
