I would like to create custom 404 error files, would i just upload then in the document_error folder?

You will find the files here:

/home/user/web/domain.tld/document_errors/

You can also change the skeleton of the directory here, so all new user will get the updated file if you will add a new domain:

/usr/local/vesta/data/templates/web/skel/
