Yes, I created the certificate at
https://www.sslforfree.com/
I'll be more radical, and will rebuild the entire server: OS and Vesta to see if in this way the panel can work correctly...

Finally I rebuild the server and with the new installation all seems to works fine :)

for those who getting this error try sudo service vesta restart, worked for me!

The problem reason :
Proxy NGINX - listening 443 and there is no *domain*.nginx.ssl.conf in /home/admin/conf/web
Because of special sequence of setting cerificate and turning off and on NGINX.
I managed to solve this by turning NGINX on. If i turn it back to "off" i see - ERR_CONNECTION_REFUSED
