What codepage do you use?
php.ini -> default_charset
Remember this:
All versions of PHP will use this value as the charset within the default Content-Type header sent by PHP if the header isn't overridden by a call to header(). Setting default_charset to an empty value is not recommended.

webpages are simple built by html plus one main css and other bootstrap.css
Using charset utf-8

Problem only with simple html pages. I was some busy so could not find out the problem, I will try with my own html + css code. I think the html theme that I am trying to use is built by bootstrap and supporting fonts or charset only for English sites.

Did yo save your files with "UTF-8 Without BOM" option? Or they are just ansi files?
