since last time vesta have a great and awesome vulnerability with api its always recommended to disable vesta service and use the firewall via ip:port
by doing this you can easily allow/deny ip for vesta cp gui access if you choose to disable vesta service my method is big help to them as csf firewall still can be accessible via ip:port without login in to vesta.
it is upto you which is better.
