nginx can not assing requested address

I set up a new domain on the vesta cp and i keep getting the following email with this content in it:
nginx: the configuration file /etc/nginx/nginx.conf syntax is ok
nginx: [emerg] bind() to 46.xxx.xxx.xxx:80 failed (99: Cannot assign requested address)
nginx: configuration file /etc/nginx/nginx.conf test failed
Restarting nginx: nginxnginx: [emerg] bind() to 46.xxx.xxx.xxx:80 failed (99: Cannot assign requested address)
nginx: configuration file /etc/nginx/nginx.conf test failed
I am quit not sure what it means. the configuration file does exist. have anyone encountered same problem?
