Now Your users have access via sftp. In filezilla choose sftp instead of ftp. I recommend change ssh port on /etc/ssh/sshd_config is used for ssh shell and for sftp. But I really dont understand why is not working.

If I put one user with nologin. And I try to make connection to SFTP, I think is ssh port (22).
That user can´t login. If I use sh shell user have shell and SFTP but not chrooted, Can list all server.
