It looks like the spiceworks help desk product only runs on windows, so you wouldn't be able to use this with Vesta as its linux based. The CLI can sometimes use a different ini, you can modify your cronjob and add "php -c /etc/php/7.0/apache2/php.ini /path/to/whmcs/cron.php"

You need to be able to create glue records for your custom nameservers. These are sometimes referred to as "vanity" or "child" nameservers, usually this can be done with your domain registrar. Looks like this issue has something to do with nginx, I just turned off nginx support for the domain and the redirect works fine.
This site won't really benefit from nginx much so I am happy to leave it off, but if anyone has a fix, I would still like to know.
