A bit of common sense would suggest replacing 7.0 to 7.2 in my commend just above your post.

ln -s /lib/systemd/system/php7.2-fpm.service /lib/systemd/system/php-fpm.service


Make sure there is only one PHP-FPM pool or else Vesta gets confused

Multiple PHPs are not suported out of the box but you can search how to use php-fpm/cgi and alter a few templates. For CentOS there is an exclusive script and procedure as well. You will need to research the forums and learn your way up.

This means you installed some app from the repo which is somehow not reachable or is not letting you check thru without authentication.
Try to identify which app you installed, or remove it from your apt source list
