You did not mention your OS and Version but I had a similar problem on all my Debian 8 servers after upgrading to v18 How I fixed: I checked /etc/passwd and I saw that there is an additional /usr in front of /sbin/nologin which was causing it. A bit of common sense would suggest replacing 7.0 to 7.2 in my commend just above your post.

Make sure there is only one PHP-FPM pool or else Vesta gets confused

Multiple PHPs are not suported out of the box but you can search how to use php-fpm/cgi and alter a few templates. For CentOS there is an exclusive script and procedure as well. You will need to research the forums and learn your way up.
