Mark as solved! So after doing some digging in WHMCS, I forgot to add the new vestacp host as whitelisted for api access. After doing that yesterday, not knowing it fixed the issue, I decided today to try and watch the vesta/system.log and also watch the var/log/auth.log and ran a suspend and unsusp...

I just went through and deleted all domains from /etc/exim/domains that use external mail servers. Now they seem to work. Would be nice to find a different way to do it other than this manual process. I will have to have all new customers notify me if they use external mail prior so I can remove it

All I can say is that is what worked for me. I do not want to lead you into spending money but i just did a cheap 10$ PositiveSSL and followed the guide for installing the ssl. After that commands started to work from my WHMCS.
