What file can I edit to increase php memory I have looked in the php.ini file which shows 128mb but my site says only 34mb is available how can I change this

I have just run a fresh install when I try to access my website it downloads a file, I am trying to run wordpress ?

I installed Ubuntu and secured my ssh with a key so I could admin the server, after installing vesta I can only login with the admin user and not the original user I created how can I re enable the access
