Hi, Either you use some online tools, which may be easier to create or use a web interface on your server generated by scripts like webmin or create in shell. Most likely, you will have problems to make one in shell commands. If you use webmin, you could create very easily as many SSL certificates ...

your are experiencing a "soft block". Contact your server provider and ask them to check for abusing neighbours... it is possible that the entire net-block is under a soft block.
