1. You cannot chmod that dir to 777 because of permissions inheritance. Move the folder to /home/admin/moodledata instead so you can properly CHMOD it to 777.
2. Add /home/admin/moodledata to your open_basedir. If you are running ssl, the file you should edit is sapache2.conf and not apache2.conf.

SOLVED. I had other errors, too so I reinstalled the whole thing and now the problems are gone.

It's not Jailkit's fault. I can confirm that the SFTP CHROOT extension is not working at all. I reinstalled the WHOLE system and the extension still doesn't work! EDIT: GOT SFTP WORKING! THANK YOU! So suddenly my site is unreachable. I used MXTOOLBOX.COM to check the DNS servers and it says "DNS LOOP DETECTED".
