Get the repositories:
rpm -Uvh https://dl.fedoraproject.org/pub/epel/epel-release-latest-7.noarch.rpm
rpm -Uvh https://mirror.webtatic.com/yum/el7/webtatic-release.rpm
Then:
yum install yum-plugin-replace
yum replace php-common --replace-with=php70w-common

Thanks XoXiLhJ0mn. The timeout is already long, about 2 minutes so I'm not sure if that will solve it. In any event it fixed itself overnight. This morning I got the login page and logged in ok. Not sure what went wrong, but I will try the timeout fix if it happens again.
