I could be wrong, but I'm guessing because:

- The `yum` package manager is used on CentOS (which is RHEL), by default.
- The `apt` package manager is used on Ubuntu (which is Debian), by default.

I'm running into the same issue (as a "Vesta n00b".) The only workaround that I've found is to set the Outgoing port to 443, along with the encryption to SSL. However...
