So it seems that phpMyAdmin 4.6.6 has issues with PHP 7.2 due to changes to the count() command.

cPanel or any Panel cannot run on port 80 or else how will your front facing websites be served with Nginx/Apache ? Might check your firewall (either on computer or router / modem). Likely its blocking the port.
