The instructions on their website tell me to add a file called pterodactyl.conf in this directory: '/etc/nginx/sites-available/', or this one (if using apache): '/etc/apache2/sites-available'. I think, 429 error means you have reached the maximum number of failed tries with Let's Encrypt.
Now, you have to wait the reset of that limit and try again.
