Since two process cannot bind to the same port and IP I would try skurudo suggestion and paste the output here. It will show you which process is currently using port 80.

As Raphael said, you can't have two app binding to the same port on the same IP. The best solution is: if you can't add additional IP then move Vesta back to port 8083 or some other port. You need the be specifc. I don't have any functional problem with phpmyadmin. The only quirk I have is that it is enabled by default on all site under /phpmyadmin which is very obvious to general hack scans.

If it's truely empty then yes. I don't use mysql (postgresql is what I'm running) and find that roundcube complains after I delete the database and disabled mysql.
