Ok, this issue solved easily with editing the php.ini file :

Change error_reporting value to:

Well, the "Deprecation Notice" message no longer shown there.

Finally I got my issue sovled perfectly: I gave up CentOS and swtiched to Ubuntu 16.04, then install VestaCP on Ubuntu 16.04 and I got PHP7 immediately without ANY further "tricks".

I had checked that folder, there is no file named "letsencrypt.pipe". I noticed that on this page: https://github.com/Daplie/letsencrypt-cli ,they said user need to install node.js and install LetsEncrypt first.
