Every time someone is visiting your website bytes (content, images, html, ...) are transferred to the browser of that user. The bandwidth is the sum of all the files downloaded by all your visitors (including bots). 5TB is equal to 5000GB. So you have 4988GB bandwidth that you can use.

Strange, configs are not changed without an action of you.
Can you rebuild the users in your control panel? That will recreate all the configs.

1) Can I specify the actual storage location of the mysql databases? (I know I need to re-import existing db's) I have no idea, but I guess if it is a config you can do that. After the installation. 2) Can I re-use my existing letsencrypt cert? In vestaCP you can add all certificates that you want....

Yes, you can force the installation. The installation will work. But your existing websites will not exist in VestaCP, so you need to move everything to the correct place.
