Unfortunately not for me, running 'service vesta restart' causes 'unable to connect' error, only reboot fixes for a while, I'm running 0.9.8 R22.

Seems like your problem is different to this one, based on that you can't restart the service over cli. Can you check your system and vesta log files? Maybe you will find some points that can help to resolve the issue.
