Can't access web interface

Hi,

We can't access web interface.
We disabled csf and even so it does not works.
We can access it using lynx over ssh if we go to https://publicIP:8083 but if we use the browser we get a timeout.
sing nmap we can see the service available in the correct port.

No errors in logs and the sites work fine.
Already rebooted to be sure to restart all services and didn't fixed.

What should we check?
