Very slow to connect SSH and FTP

After a few days with CentOS 7.2 installed, suddenly it became very slow to connect SSH and FTP. Have experienced it? The ping the IP is fast around 35ms. Using Amazon EC2.
I have another more distant server that is three times faster in connection ssh and ftp.
