I'm having this exact same issue on Centos 7 in June 2019

iptables appear to be running but the dashboard uptime always says up for zero time.

any ideas?

In centos iptables status is retrived with package iptables-services

If you not have it installed my vesta show it as off, but iptables will runing and working fine.

So check if you have iptables-services installed if not just install it

yum install iptables-services

I fixed this on Ubuntu 18.04 by installing the package 'iptables-persistent'. No functional issues so far.
