How to accept hosting payments?

I want to be a hosting. I have two questions:
1. How to accept payments for the hosting? I am in Israel (so Stripe does not work) and have no specialized merchant account (however I can receive money to US/EU bank accounts). How to make the hosting work only to those who paid automatically?
2. How to add my own plugin to the CP? Which CP is used?
