i am creating a VPS on AWS but i have a issue
with Amazon Lightsail AWS i created a static IP
and i want to know that what should i do when i install vestacp
should i use statick IP to attached to VPS on vestacp commad on ssh command
or should i use other IP ?

I didn't quite understand your question.
To access the server via ssh, you will always use the public IP.
The server's internal IP can be this public IP or a private IP like 192.168.x.x, it doesn't matter.
VestaCP will recognize the public IP when creating DNS and Web domains.
