Access other User's FTP

Can a admin see web folder of another user using FTP ? How ?

One method that I use is login using the user's username, but I have to reset his password for that. So it makes difficult for user to login again.

Why not use SFTP (which isn't actually FTP) or SCP? You can use something like WinSCP or Filezilla (only supports SFTP)
