File System Quota support - what new?

Hello!
what are the differences between using like old system before, and enabling new feature "File System Quota support"?

There was no quota system enabled beforehand.
You can check whether quota is enabled by running the command quota. Example: quota admin

This functionality doesn't seem to work properly, please see the bug I created (it does it on all my servers, even fresh ones):
