Any way to just use Vestacp to manage FTP accounts?

I means it's have bandwidth and disk space limitations but is it possible for just it to create an empty directory for each FTP user and if so how would I make this happens? Because even if I give a user no domains and etc it will still prepare the FTP account as it were to be used for web hosting.
