Memory Limit of Hosting Template

Hi, Is memory_limit settings of Apache's hosting template will overwrite PHP.ini settings?

e.g.
I change the memory_limit to 64M in PHP.ini, and the Apache Template is set in hosting.
The memory value will limit in 32M?
