sudo apt-get remove --purge iptables
sudo apt-get update
sudo apt-get install iptables

It will remove and install but Ubuntu doesn't seem to have any control over it besides that. Still all 0's in Vesta.

I realise this is a old topic.
Anyway, I have the same problem on Debian 7 and have not been able to find a working solution.

Will this issue be fixed in the next VestaCP update?
