How to Create Subdomain for website ?

I have my domain name "my.domain.com" .
I do .

1. create DNS is "my.domain.com" .

2. create username account is "Test" .

3. access to account test and create WEB is "test.my.domain.com" .

I can open url "my.domain.com"
Why I can not open url "test.my.domain.com"

But I can not ping "test.my.domain.com" .
