how can i fix this ngix issue

how can i fix this ngix issue
when i type and pres enter this in putty command line this is what comes
root@vestacp:~# nginx -t
nginx: the configuration file /etc/nginx/nginx.conf syntax is ok
nginx: [emerg] bind() to 85.95.240.135:80 failed (99: Cannot assign requested ad dress)
nginx: configuration file /etc/nginx/nginx.conf test failed
what does this mean? any idea how to solve this..
are not these issues what every1else faces coz i just bought a cloudhosting and trying to add a new domain and these are all problems i face am i the only one to have those issues..
