Doesn't really matter to be honest. At some point 30 - 45 seconds (your "FcgidIdleScanInterval" setting included) will terminate the process.
Is this server just hosting 1 website? If so, you're settings are perfect. If it's hosting multiple ones then remember that a process doesn't "take over/use" another user's process, so if you have this environment, it's best to lower everything to be as low as possible.

So, Did you solve your problem?, I used to have that issue every time on a while, now i have it every three hours!!! I also have 5 domains.
