How to do all file owner and group default settings

Hi.
i have ubuntu 16.04 and already install vestacp but i wrong action and all file group and owner make root:root .

Now how to make all file permission default settings ?

Because cant login phpmyadmin and vestacp

Vestacp error : NO LANGUAGE DEFINED

phpmyadmin error : #2002 - No such file or directory<br />The server is not responding (or the local server's socket is not correctly configured).

How to fix ? thank you
