Issue with foreign characters

Hi,
I recently installed vestacp and migrated my website over to it. So far its great but I am running into an issue with foreign characters. Any foreign character (or alt symbols or characters which can be found here: http://www.alt-codes.net/)
Will result in the word not being listed. For example. if I type this word:
Hellô (suppose to be "Hello") the entire word will not display. Any suggestions? The webpages themselves are set to UTF-8. I also tried setting the htaccess to force UTF-8 with no luck. This is on a Ubuntu 140.04 64 bit VPS.
