Unable to login panel, FTP can connect, what is the reason?

I use SSH to change the password, FTP can log
SO,Panel can not log
v-change-user-password admin password

Login screen is displayed:
"NO LANGUAGE DEFINED"
Is it normal?

No, it's not.
Check your disk space via commands
And you can check qouta for admin user.

Popular reason - you don't have free disk space or inode. Check with commands:
But error can be with disk quota.. to fix this there is option:

nano /usr/local/vesta/data/users/admin/user.conf
