When will PHP 7 be packaged with Vesta?
Right now, I'm just seeing user-made guides for upgrading to PHP7 on a server that uses VestaCP. PHP 7 has major performance increases over its predecessors, so I'm quite eager to see it included in Vesta.

Vesta has nothing to do with PHP version, it installs PHP Version that is currently available in the OS repo at the time of install. Like on Debian 7.x vesta will install 5.4 while on Debian 8 it will be 5.6. on CentOS 6 it will be 5.4 and like that.
You can just install PHP7 on top of your Vesta install without a problem... it will work like a charm.

Oh, I was not aware. Just out of curiosity, when do you think OS will update to include it as their default?

By default? Let's see, not long time ago was closed php 5.4 branch in september 2015, PHP.net will end support for PHP 5.5 in July 2016, and for 5.6 I think it's about December 2016 or so.. it is irrelevant and nothing to discuss about. If you are running a standard php website with nothing horribly hard coded at php3 standards, you are safe to use PHP7.
