Multiple IP's wrong sites showing?

Multiple IP's wrong sites showing?
I have 5 different IP's. We have 7 different websites under 7 different user accounts.
One the first IP, we have 6 domains.
on the second IP we have 1 domain.
The other 3 IPs are not currently used.
I am trying to take site1 from the first IP and set it to ip3 currently unused.
When I do this, for some reason - site2 from the first IP is being displayed instead of the correct site.
I am COMPLETELY perplexed by this.
Under "web" for the user, it shows the correct IP listed for the website.
Under "DNS" all listings are using the correct IP.
So why would a site not assigned to that IP be displaying instead?
