I install vestacp and in phpmyadmin I can't upload db more big of 32MB and my db is 64mb!
How can I increase?

You need edit php.ini max_upload_file_size and post_max_size

Debian path is /etc/php5/cgi/ and /etc/php5/apache2

Do you restart apache after the changes in php.ini ?

As @skamasle said, find your php.ini for apache2. I'm on ubuntu and it's in /etc/php/php{version}/apache2/php.ini
The Vesta installed phpmyadmin run on Apache2 so find your php version and edit the ini in the apache2 folder. Update the two values of
post_max_size and upload_max_filesize
Restart apache2.
