Getting Could not close zip file php://output. Error While exporting file

I am getting "Could not close zip file PHP://output" Error While exporting the file. I have edited the PHP.ini file to

open_basedir = /home/admin/tmp

But still getting the same error. please help how do I fix this. I am using Amazon aws ubuntu 13 server.

Ubuntu 13 is too old, my recommendation is that you upgrade to a more current version.

The support for the system you have in use is almost nil.
