For local testing / multiple websites on 1 server

Hello,
For test, I would like to run on 1 server 2 website.
Server has Ubuntu and Vesta.
First website is active.
I can access this locally via the server's IP address.
When i add a 2nd website via web i can only access it if i suspend the first.
How can I make both work at the same time?
