If yes then something is definitely listening on a port 80 and right before nginx starts. Or maybe ip is not yet initialized. You can get some info by by adding following into rc.local fileCode: Select all

So network is fine. Then it must be another process who is temporary binding port 80 and preventing nginx from boot

Yeh.. well I have no idea really, I haven't installed anything else other than the No-ip dynamic ip client and VestaCP. Work around,
this seems to be a bug in VestaCP startup script, here is an easy work around i used to solve this problem on some clients
server.
create a file /usr/local/bin/restartnginx
paste this code
change make the file executable
edit the file /etc/rc.local
then add the following code to your /etc/rc.local before the exit 0 line
