I create websites with the admin account? Have any problem? I have 7 websites. Or have to create another user and choose a package (palegreen, gainsboro or slategrey)? You have any rules?

Yep, we have simple rules:
1st RULE: You do not talk about VestaCP.
2nd RULE: You DO NOT talk about VestaCP.
3rd RULE: If someone says "stop" or goes limp, taps out the system service is over.
4th RULE: Only two guys to a fight.
5th RULE: One fight at a time.
6th RULE: No shirts, no shoes.
7th RULE: Fights will go on as long as they have to.
8th RULE: If this is your first night at VestaCP CLUB, you HAVE to fight.

It's ok to add sites for user admin. But we think, there is security issues with this - user admin can sudo and this can be insecure. Better add sites for different user. About packages.. you can use default packages or make your own, packages just limits for your user.

To my customers/users I can enable ssh - bash the default package? Or is insecure?

You can enable ssh, it's your server after all.
But I don't recommend this, fewer rights - the less danger.

Any user with ssh bash enabled it can list all the other users in /home. That's right?

Nope, but with sftp - yep.

I created user. With this user I list the /home. I see all other users.
