problem with mail server

hi i have a problem. Several days ago. I have this error when sending emails to multiple domains. I put a test exim log.

2014-11-11 19:42:22 1XoGOU-0006Zm-Oy <= [email protected] U=admin P=local S=1233 id=[email protected]
2014-11-11 19:44:30 1XoGOU-0006Zm-Oy mx2.hotmail.com [65.55.92.184] Connection timed out
2014-11-11 19:46:37 1XoGOU-0006Zm-Oy mx2.hotmail.com [65.55.92.168] Connection timed out

with other domains if I make a telnet connect fine but then when I send mail, I have the timeout

have same problem on all domains i cannot send emails but i can't receive. How did you solve this pls ??

I think, it was DNS issue...
