VESTACP 0.9.8 (amd64)
Ubuntu 14.04LTS

I need to place a limit on the number of emails per day each user can send. The limit can be global for all users (or per user) and it should be a hard limit, i.e. denying sending of the email with an error message. Other suggestions are welcome.

I found a similar topic but it's for RHEL/CentOS and doesn't work on Ubuntu.
